In April 2014, we held community forums to hear people’s views on the future of the visitor industry and to understand the key challenges. Following these conversations, a volunteer task force was formed.
The Visitor Industry Task Force Final Report (2014) acknowledges the challenges of a rapidly growing tourism sector. It identifies gaps in infrastructure, affordable housing and environmental protection. Key findings highlight the need for a dedicated destination management body to coordinate sustainable growth. Recommendations include diversifying the visitor profile, user-pays infrastructure funding and better public transport.
The Tourism Carrying Capacity Report (2023) follows up on this work. It was shaped by a six-week engagement involving 253 participants, including students, migrant groups and workers. Residents said that overcrowding and high costs make them feel like second-class citizens. While tourism adds vibrancy and jobs, it strains healthcare and infrastructure. To fix this, the community suggests visitor caps, arrival taxes and, again, more extensive public transport. Ultimately, they want a “locals-first” approach that balances tourism with a fair, sustainable quality of life.
